对我国社会保障管理体制公共领域的思考——基于科斯定理视角的分析

Thoughts on the Public Domain of China's Social Security Management System——Based On the Analysis of Coase Theorem

从经济学角度用科斯定理分析了我国社会保障管理体制的公共领域,表现在社会保障事务管理政出多门、政事不分,部门分工及其职责不明确、交叉重叠等方面,增加了社会保障管理的交易成本,导致了社会保障资源配置的效率低。借鉴科斯定理有关理论,建议从正确处理政府与市场关系、加大社会保障机构整合力度、理顺社会保障管理机构间关系以及加强社会保障法制建设等方面来完善我国社会保障管理体制。

The paper analyzes the public domain of China＇s social security management system by Coase Theorem.It shows that duties of the social security management are not clear and it leads to low work efficiency.With the help of the Theorem,this paper puts forward some suggestions in the aspects of the relation between governments and markets and the improvement of social security management system etc..
