农村基层党内民主建设现状分析和路径探讨

The Way to Construction of Intra-party Democracy at Primary Level in the Rural Area Based on Analysis of its Present Situation

农村基层党内民主是中国共产党追求和努力的方向之一,其发展有助于提高农村基层执政能力,增强广大村民的民主意识,并在农村形成良好的民主氛围。由于受封建落后思想、部分农民党员受教育程度相对较低及部分农村基层党组织执政能力不强的影响,农村基层党内民主建设存在一些不容忽视的问题,因此,对广大农村基层党员加强教育,提高素质,加强农村基层党内民主制度建设,建立农村基层党内民主长效机制,强化农村基层党组织干部队伍建设,为农村基层党内民主建设创设一个良好的社会环境。

The construction of intra-party democracy at primary level in rural area is one of pursuits of CPC.Its development improves governance capacity of the party at the grass-root level,increases democratic consciousness of villagers,and produces democratic atmosphere in the countryside.There are some shortcomings in the democratic construction of party at primary level due to poor education and governance capacity of some rural party members.It is a must to increase democratic education,reinforce the system construction of grass-root party democracy,build the long-term mechanism of primary-level party democracy,enhance a contingent of high-calibre leading cadres in the grass-root party and create harmonious atmosphere for construction of basic-level party democracy.
