基于投入-产出分析的工业原料林建设经济效益分析——以吉林森工集团为例

Economic Measures Construction of Industrial Raw Material Forest of Jilin Forest Industry Group in China

本文在掌握吉林森工集团以往工业原料林建设试点已有数据与森工集团百万亩工业原料林建设规划数据基础上,从新制度经济学角度入手,运用Leontief(1966)投入-产出分析法构建工业原料林经济效益模型,评估吉林森工集团工业原料林建设经济效益,对吉林森工集团工业原料林建设进行有针对性的静态经济效益分析、动态经济效益分析、敏感性经济效益分析,多角度考虑吉林森工集团工业原料林建设经济效益。研究表明,此方案具有很强的可行性,还可以在现有基础上提高整地费和管理费来保障工业原料林建设高效完成。

As one of the four biggest stated-owned forest industry groups, Jilin forest industry group carries the major responsibility of solving the timber supply problems of China. In 1995-2005, the Jilin forest industry group launched the intensive cultivation pilot of the industrial raw material forest and had been initially controlled the technical requirements of planting the industrial raw materials in Chang Bai Mountains areas. Based on the pilot available data and the construction plans of millions mu of the industrial raw material forest, and on the foundation of the economiced, this paper developed the econometric model of the industrial raw material forest by the input-output system, evaluated the economic benefits of it, targeted analysis the static, dynamic and the sensitivity economic profits of it, and investigated the earning of the industrial raw materials of Jilin forest industry groups with multi-angle considerations. The research showed that this project had the character of operation highly, and in present, more cost of management needed to confine the project of industrial raw material forest finished high qualities.
