关于完善我国农业防灾减灾体系的探究

Research on Improvement of Agricultural Disaster Prevention and Mitigation System in China

农业自古是一个受自然灾害影响较大的产业,我国农民从没改变过"靠天吃饭"的命运。我国正在进行新农村建设这一历史伟大任务,要完成这一任务,农业发展是关键,而要突破这一难点,必须构建完善的农业防灾减灾体系,让农业防灾减灾体系成为农业发展和农民利益的防护墙。

Agriculture is larger affected by natural disaster from ancient times. In China, farmers have never changed the fate of depending on the weather. At present, China is undertaking a great task of history, which is called new rural construction. Agricultural development is the key to this task and in order to break through establis this difficulty, comprehensive agricultural disaster prevention and mitigation system should be hed, which help to be a fence of agricultural development and farmers interests.
