新疆财政支出状况分析与对策建议

On Financial Expenditure in Xinjiang

随着我国社会经济发展的转型,政府职能不断扩大,财政分配涉及的范围越来越广泛。依据我国现行财政管理体制,地方财政支出在整个国家财政支出中占有很重要的地位。新疆由于其特殊的地理位置、多元文化、资源主导的经济结构等原因,在政府行使其职能时必然有别于其他省份,本文通过分析新疆财政支出规模与结构的现状,提出应建立促进新疆社会经济发展的最优财政支出规模,进而提高新疆财政支出效率的对策建议。

With the transformation of social and economic development in China,governmental functions are constantly enlarged,financial allocation scope gets more and more widespread.Based on current financial management system in China,local financial expenditure has an important position in a country＇s financial expenditure.Xinjiang is inevitably different from other provinces by its special geographical position,multi-culture and resources leading economic structure,this article,by analyzing the present situation of Xinjiang＇s financial expenditure scale and structure,points out the best indicators of financial expenditures that promote Xinjiang＇s social and economic development,makes the proposals that improve the efficiency of Xinjiang＇s the fiscal expenditure.
