The two-level administration is the key to the development of vocational colleges. Based on the teachers＂ ideas, their psychological preparation and the level of administration, it is suggested that we should set up the responsibility consciousness, establish the administration system, improve the supervision mechanism, and lead teachers to involve in order to enhance the two-level administration, improve the quality of running school and promote the development of colleges efficiently.
