戊戌年间湖南维新运动中提出的"湖南自立自保"和"文明排外"思想,是维新派针对胶州湾事变后的民族危机和湖南面临的中外关系新局面提出的政治策略。这些政治策略的实施,是湖南维新运动独步一时的重要原因,也是湖南维新运动中维新派人士举办一系列新政的思想基础。

The mind of ＂independent self-protection in Hunan＂ and ＂civilization exclusive＂ raised during the Reform Movement in Hunan was the political strategy to the Jiaozhou Bay National Crisis and the new situation in sino-foreign relations in Hunan.The implementation of the political strategy was not only the major cause for the Hunan Reform Movement,but also the ideological foundation for the reformers in Hunan Reform Movement to organize a series of new policies.
