基础教育公共服务均等化问题研究——以陕北几县为例

The Study on the Equalization of Basic Education Public Service:Based on the Counties of North Shaanxi Province

基础教育的发展水平直接决定了国民的整体素质,其均衡发展是教育发展中的重中之重。陕北部分县从2007年起逐步普及12年免费教育,并且通过"五免一补"等措施全面落实免费教育政策,在基础教育服务均等化的进程中取得了重大进步。本文基于对神木、吴起、府谷等县基础教育服务供给现状的实地调研,总结其在实施免费教育中取得的宝贵经验,指出实施中存在的问题,以期为我国基础教育均等化的建设路径给予启示。

The development of basic education directly decides the national overall quality.Its balanced development is the top priority of the development of education.Part of Northern Shaanxi Province′s towns gradually popularize the 12years′ free education,and comprehensively carry out the policy of free-edacation uoder the measure of ＂Five Frees and One Allowance＂. Great achievements have been made in the process of basic education service equalization.Based on the field research with the supple situation of the basic education service,the paper summaries the valuable experience of carrying out the free education,and points out the problems in implement,in the hope of providing an inspiration for the construction of the basic education equalization.
