行政伦理视角下的反腐倡廉问题探讨

Combat Corruption and Uphold Integrity by Promoting Administrative Ethics

行政伦理在规范行政人员行为方面具有规范约束、教育导向、激励调节等独特的作用,能够有效地预防腐败。当前我国的反腐倡廉工作还存在不少问题,从行政伦理视角来看主要表现为:行政个体存在伦理矛盾,行政伦理监督不到位,行政伦理制度化滞后。要想使我国的反腐倡廉工作切实取得实效,一要加强行政人员廉政教育,使其不愿腐败;二要完善对行政人员的伦理监督,使其不能腐败;三要加强行政伦理制度建设,使行政人员不敢腐败。

Administrative ethics is able to effectively prevent corruption. At present, there are a number of problems of combating corruption and upholding integrity in China. They are primarily manifested in the existence of contradictions of ethics in administrative individuals, in supervision of ethics being out of place, and in the institutionalization of administrative ethics lagging behind. With a view to achieving remarkable results in combating corruption and upholding integrity, it is necessary to give education in clear governance to administrative personnel, improve supervision over them, and strengthen the improvement of the administrative ethics system.
