Administrative ethic compromise is a peculiar wealth choice in public administration field.Because it always chooses evil but abandons good,or chooses small good but abandons great good,it is faced with legality crisis.Legality not only means accepted by the general public,but also,it must contains good elements.The reason why administrative ethic compromise is accepted is that,it’s dif-ficult to achieve the best choice and often use the satisfied choice instead of it,but always try hard to achieve supreme good.As unrestrictive discretional act,it’s necessary to strictly restrict administra-tive ethic compromise,so as to ensure it plays in the legality scope.When practicing,it’s important to supervise compromise practice and avoid false value conflict,also,to enhance administrative staff’ s ability and try hard to surpass administrative ethic compromise,achieving public good maximization.
