清洁生产催生重点企业规划环评的探究

Study on Key Enterprises' Programming Environmental Impact Assessment Promoted by Clean Production

参照清洁生产审核的实践,结合重点企业正在制定"十二五"规划的现状,研究了清洁生产催生重点企业规划环评的问题。提出清洁生产及其审核不仅可以使重点企业规划环评从无到有,也可以提升重点企业现有规划环评的指导性;同时,规划环评亦能够推进重点企业的清洁生产。进而,围绕重点企业规划内审自评的模式,就内审自评的作用、特征、基础和内容进行了具体的探讨。

The problem of key enterprises＇ programming environmental impact assessment promoted by clean production was studied referring to the practice of approval of clean production and connecting with the fact that key enterprises are making out 12th five - year programs. It pointed out that clean production and its approval can not only urge key enterprises to develop programming environmental impact assessment but also promote the guiding significance of key enterprises＇ existing programming environmental impact assessment. Meanwhile, programming environment impact assessment can also promote the clean production of key enterprises. Furthermore, the roles, characteristics, foundation and contents of internal approval and self evaluation were discussed.
