陈济棠主粤时期广州市人力车夫群体的成因是:鸦片战争之后,被辟为通商口岸的广州市发展迅速。人力车夫来源为大量破产的农民。人力车夫的无奈的生存状态表现为:他们要遭受严重的剥削,生活无比艰辛。人力车夫这一阶层的存在带动了广州市人力车制造业的发展,但许多人力车夫染有一些不良的社会习惯,而且,有些人力车夫也从事一些非法的勾当。面对这种形势,陈济棠主粤时期政府对这一庞大的群体作了一定的整顿和救济。

The cause of formation of Guangzhou＇s rickshaw pullers during Chen Jitang＇s ruling in Guangdong could be contributed to the rapid development of Guangzhou as treaty port after the Opium War. These great many rickshaw pullers were those bankrupted farmers. These rickshaw pullers＇ helpless state of survival was that they suffered serious exploitation and lived in extreme difficulties. Though the existence of rickshaw pullers＇ class accelerated the development of Guangzhou＇s manufacturing industry of rickshaw, there were still some rickshaw pullers tainted from some bad social habits, and even some rickshaw pullers engaging in many illegal activities. Confronting this condition, Guangzhou local government under Chen Jitang＇s ruling rectified and relieved this large numbers of rickshaw pullers to some certain extent.
