基于缩小湖南省城乡收入差距的财政支出政策研究

Research of Fiscal Expenditure Policy to Narrow Hunan's Urban and Rural Income Gap

财政支出政策是实现收入公平分配目标的重要手段,主要包括购买性支出和转移性支出政策,能够保证居民收入稳定增加,具有长期收入调节作用。针对湖南省城乡之间不断扩大的收入差距,可以运用财政支出政策进行有效调节。财政农业支出、文教科卫支出等可以有效缩小城乡收入差距,加大对湘西、怀化等落后地区的基本建设支出和福利保障支出,纠正目前这类支出的城镇偏向,也可以促进城乡收入差距的缩小。

Fiscal expenditure policy is an important way to achieve the goal of equitable distribution of income.It mainly includes two policies： purchase expenditure policy and transfer expenditure policy which ensure the residents＇ revenue increase steadily and regulate long-term revenues.As the income gap between urban and rural areas of Hunan Province is increasingly widening,fiscal expenditure policy can be used effectively to regulate it.For example,financial expenditure for agriculture,science,education and health can effectively narrow the income gap between urban and rural areas.Increasing the capital construction expenditure and welfare expenditure in the backward areas like Western Hunan and Huaihua,and rectifying the current expenditure of urban bias can also contribute to narrowing the income gap between urban and rural areas.
