社会保障的效率价值刍议

Efficient Value of Social Security

通常来讲,社会保障都是将公平置于其价值最高地位,也正因此,与公平相对的效率价值在社会保障制度中的地位往往被矮化甚至被有意无意地忽略。本文认为效率在社会保障价值体系中具有不可替代的独立地位,不仅有基本理论的支撑,也有重要的实践意义。

Generally speaking, justice is usually highly valued in social security. Hence the efficient value, as the counterpart in the social security system has been undervalued, even neglected consciously or unconsciously. From the theoretical and practical perspectives, this paper is focused on the irreplaceable and independent role of efficiency in social security system.
