论中国海洋行政执法主体

On subject of China's maritime administrative law enforcement

目前中国没有一个涉海部门能够有效实施海洋综合管理,执法力量分散,执法效率不高。这种行政管理体制已经不能满足时代发展的需要,弊端甚多。介绍美、日、韩等国的相关海洋管理组织,重点介绍韩国的实践及理论研究情况,然后比较中国海洋管理现状,指出存在的主要问题,并提出相应的解决方案。

No ocean-involving department in China can carry out maritime integrated management effectively at present.The law-enforcing ranks are decentralized and the law enforcement efficiency is low.This administrative system cannot meet the requirement of the development of the era,and inevitably brings out many problems.The paper introduced the relevant maritime management organizations of U.S.,Japan and Korea,and mainly introduced the practice and theory of Korea.From the comparison of China＇s maritime management status,it pointed out China＇s main problems and put forward corresponding solutions.
