辽宁沿海经济带发展规划风险问题初探

辽宁沿海经济带发展规划存在宏观战略风险,但是由于缺乏责任主体、风险损失难以度量、风险意识不强等因素,宏观战略风险容易被忽视。宏观战略风险主要来自外部环境的不确定性和实施部门内部组织管理体系的复杂性。借鉴企业战略风险问题研究方法,分析认为增强战略风险意识,加强宏观战略风险问题的理论研究,建立政府风险应对机制,把握政府参与经济的尺度,有助于降低风险,确保辽宁沿海经济带发展规划战略目标的实现。

There is certain macro strategic risk in the development plans of Liaoning coastal economic belt,but it has caught only less attention of the people because of the lack of responsibility subject,the difficulty of risk measuring and the lack of risk awareness.Macro strategy risk comes from the uncertainty of external environment and the complexity of organization and management systems of internal implementation department.Applying the theory and research methods of strategic risk management,it can be concluded that elevating strategic risk awareness,strengthening theoretical study on macro strategic risk,establishing risk response mechanisms in the government,paying attention to the role the government playing in the market,can help to reduce risk and ensure the achievement of strategic objectives of the Liaoning coastal economic belt development plan.
