摘要
当前,油气田企业绩效考核工作发展不平衡,尚有较大提升空间。如何使考核方式、方法更加科学有效,更加符合科学发展观的要求,更具有中国石油特色,还有许多工作要做。笔者认为,油气田企业应当围绕夯实工作基础和规范运作两方面强化绩效考核工作。夯实工作基础的主要途径不但要健全制度和完善流程,更需要围绕企业战略,从思想认识、业务定位和管理模式等角度开展理念创新;而规范运作则需要持续改进"指标设计、绩效评估和兑现"的程序化考核方式,突出价值提升、责任落实和正向激励,在科学发展的基础上,不断健全考核体系。
owing to unbalanced development, there is still much room for promoting performance appraisal work in oil and gas enterprises. To lay a solid foundation of performance appraisal and build a more effective and scientific performance appraisal system which should meet requirements of scientific outlook on development and have Chinese characteristics, strengthening foundation and standardizing operation of performance appraisal work should be key principles for guiding our future work.
