摘要
本文运用DEA模型测算了全国和各地区科技资源配置的Malmquist指数及其分解情况。研究结果显示:(1)2000年以来我国科技资源配置效率呈不断优化态势,但目前投入结构尚不尽合理,市场的基础性配置作用未能充分显现,我国科技资源的配置效率尚有进一步提高的潜力;(2)我国TFP增长主要源于技术效率提升和技术进步的双重影响,北京、天津和新疆等共15个省(市、区)科技资源配置的TFP增长或下降主要受技术进步变动的影响更大,黑龙江、江苏和陕西等8个省份的TFP变动主要受技术进步和技术效率变动双重叠加的影响,河北、福建和青海等6个省区的TFP增长或下降主要受技术效率变动的影响。鉴此,提出建议。
Used DEA model this paper measures the Malmquist index of national and district technology resources allocation and their decomposition.Research results show that: Firstly,technology resources allocation efficiency of China is constantly optimized since 2000,but there still have some problems.For example,the input structure is not yet rational,the basic configuration function of market is not fully manifested.So sci-tech resources allocation efficiency still has further improve potential in China.Secondly,TFP growth of China is both influenced by technical efficiency improvement and technical progress,and technology progress changing has more effect on TFP growth or drop of sci-tech resources allocation of 15 provinces and municipalities such as Beijing,Tianjin and Xinjiang etc.,and 8 provinces and municipality including Heilongjiang,Jiangsu and Shanxi provinces etc.are effected by technological progress and technical efficiency changes simultaneously,and that of 6 provinces and municipality including Hebei,Fujian and Qinghai etc.are effected by technical efficiency changes.In view of this,the author puts forward some suggestions.
