深入推进浙江基本公共服务均等化是"十二五"期间关注民生的基础性工程。浙江在推进基本公共服务均等化过程中,应当关注作为主要推动力量的对应政策与法制化运作所发挥的助推效应。通过地方立法,将科学和可行的行动计划、测度标准、激励与责任法定化与规范化。通过机制创新,探寻符合浙江实际的基本公共服务均等化的供给模式、绩效评价机制和问责机制。

To further promote the equalization of basic public services in Zhejiang Province is the fundamental work concerning people’s livelihood during the Twelfth Five-Year Plan.During this process,attention should be paid on the effect of related policies and legal mechanism.Through local legislation,the scientific and feasible action plan,measurement standard,motivation and responsibility can be legalized and standardized.Through institutional innovation,the supply model,performance evaluation mechanism and accountability mechanism that are consistent with Zhejiang’s equalization of basic public services can be realized.
