摘要
美国的电信普遍服务政策已沿用了100多年并被许多国家所效仿。这种以大规模交叉补贴为基础的管理体制在一定的历史阶段和技术背景下确也起到过积极的作用,但由此产生的种种弊端已从根本上动摇了这一政策且日益面临危机。今后的发展趋势必然是回归于市场经济的普遍规律,资费向成本靠拢,取消交叉补贴,公平竞争,促进发展。
The universal service policy has been implemented in the US for more than 100 years and a number of countries have followed suit. The cross-subsidy based regulatory system played a positive role in certain historical period or technical background; however, it is inexitable that cost-based tariff will replace the cross-subsidization method, allowing fair competition.
