我国新型农村社会养老保险运行的制度问题与对策

当前我国社会保障制度建设的重要任务之一是构建新型农村社会养老保险制度。《国务院关于开展新型农村社会养老保险试点的指导意见》在实施中存在对新型农村社会养老保险制度缺乏法律的支持,缺乏稳定性;基金保值增值难;保险金的使用缺乏监督约束等问题。就此提出秉承权利本位与宗旨,推进农村社会养老保险立法;创新投资经营机制,实现保值增值;完善监督网络,加大监督力度等对策建议。

One of the important tasks of current social security system construction is to construct new type of rural social endowment insurance system.We should promote rural society endowment insurance legislation adhering to the civil rights,innovate investment management mechanism to value realization,perfect the supervisory network,strengthen supervisory level,to weaknesses of the new type of rural social endowment insurance,such as lacking of legal support,being deficient in stability,preserving and value-adding of insurance fund difficultly,managing and supervising insufficiently Limit the healthy development of the China＇s new rural social endowment insurance.
