摘要
大都市区的发展将成为中国城镇化的新阶段。分析了大都市区"双轨"发展特点,认为其引发的"土地配置"问题主要集中于土地产权、土地市场流转和土地使用管制。指出大都市区地区实现城乡统筹的核心在于土地,应当"构建土地开发权利平衡机制、构建土地开发利益共享机制、构建多方参与土地决策机制"来实现大都市区"土地配置方式的转型"。
By analyzing the "dual-track" development features,and "land allocation" problem in land ownership,land market and land use control,this paper discusses that the land is a key issue to the balanced urban-rural development in metropolitan area.The way to fulfill the land allocation transformation should be based on three mechanisms,including land development right balance mechanism,benefit-sharing mechanism and multi-participation decision-making mechanism.
