高等学校"去行政化",需要高等教育管理体制的系统改革。可选择的重要路径有:以法律的形式确立高等学校的定性、定位;改善高校党委会的构成和领导作用;改变高校校(院)长的产生方式;以学校《章程》规范学校的治理结构和运行机制;赋予学术委员会在教育与学术管理中的权力。

The reform of the higher education management system is needed in the proceed of ＂non-executive led＂.The important alternative way includes：To establish the qualitative and localization by legal form;To Improve the composotion of the university party committee and leading role;To change the generating mode of the president;To standard the management structure and operational mechanism by the ＂Regulation＂;To entrusts the authority in the education and academic management to the Academic committee.
