党领导发展规划(计划)的理性透视——从历史视角解读党的十七届五中全会的政治使命

The significant political mission of the Party＇s 17 Fifth Plenary Session is to consider and pass ＂The suggestion of the Central Committee of the CPC about how to formulate the 12th Five Year project of the national economy and social development＂.To analyze this political mission from the angle of historical view,we must pay attention to the argument basis,the historical vein and the experience enlightenment of the party leading economy and social development project（plan）.Generally speaking,the argument basis of the party leading economy and social development project（plan） include the logic basis,the theory basis and the practice basis.The historical vein has manifested in the entire process that the party led the formulation of the 1th Five Year plan to the 12th Five Year project since being in power.From this process,we may summarize and obtain some important enlightenments of the party leading economy and social development project（plan）.
