贝弗里奇福利国家思想的诠释与启示——兼论中国养老保险制度的改革与发展战略

Interpretation and Enlightenment of the Thought of Beveridge's Welfare State ——Concurrently Discussing on the Reform and Development Strategies of Chinese Pension Insurance System

英国贝弗里奇著名的《贝弗里奇报告———社会保险与相关服务》,为英国社会保障制度发展奠定了坚实的基础,并给世界指明了一条新的福利道路即福利国家模式。党的十七大明确指出要实现老有所养的战略目标,而我国当代养老保险制度尚存不足。贝弗里奇福利国家思想对于我国养老保险制度改革的启示在于:以行政统一管理为基础建设城乡统筹一体化的养老保险制度,坚持公平建制理念兼发挥效率作用,坚持政府主导地位并鼓励社会合作,落实新型农村养老保险使农民老有所养,建立老年护理保险制度,全方位提高老年人生活质量。

The British knight Beveridge published the famous ＂Social Insurance and Allied Services＂ in 1940s,which had laid a solid foundation for the British social security system,and indicated a new way of welfare to the world,that is the welfare state model.The 17th National Congress of the Communist Party of China has clearly indicated the strategic objective that all the elders will be well tended.However,the pension insurance system of China is still not complete,the revelation to the reform of Chinese pension insurance by Beveridge＇s welfare state thought is including： establishing the pension insurance system of Urban-rural integration on the basis of unified management of administration,adhering to fair idea to build the system and playing an effective role,insisting the leading of government and encouraging social cooperation,implementing the new rural pension insurance system and making the farmers have secure lives,establishing the aged care insurance system to raise the quality of life for the elder comprehensively.
