中国农村劳动力转移滞后问题研究

The Delay Time of Chinese Rural Laborers Transfer

运用灰色关联分析方法测算我国农村劳动力转移滞后时间,发现我国农村就业结构转变严重滞后于产业结构调整,其滞后时间长达9年。从制度因素、经济因素、个人因素三方面对农村劳动力转移长期滞后的原因进行分析,认为只有深化制度革新、妥善解决技术进步与劳动就业的关系、加快发展第三产业、提高劳动力综合素质方能从根本上缩短滞后时间,解决农村劳动力转移滞后问题。

This thesis applies grey incidence analysis theory to study the transfer of Chinese rural laborers and measure the delay time.The result shows that Chinese rural employment structure lags behind industry structure seriously and the delay time is 9 years.Then this paper analyzes qualitatively the reason of lag from system factor,economy factor and individual factor,and brings forward some suggestions.In order to solve this problem fundamentally,we should deepen system reform and build good system environment for rural laborer transfer firstly.Then we should solve the relationships between technological progress and labor employment,capital intensity industry and labor concentrated industry properly.Thirdly,we must speed up the adjustment of industrial structure and accelerate the development of the tertiary industry.At last,we should increase the rural education and training investment for improving rural laborer＇s overall qualities.
