政府信任是政府与民众之间的互动关系,政府信任度与政府的性质、形象、行为及公共政策的价值取向等高度相关,也与民众对政府的认识密切相连。在弱政府信任情况下,政府与民众的隔阂会增加,改革阻力增加,改革的推进难度加大,实施成本急剧增加。特别是,当政府组织形象欠佳,决策能力有限,公共政策导向出现偏差,客观上导致民众利益普遍受损时,民众与政府的隔阂转化为"对立",进而可能引发一系列的经济与政治危机,改革成本就会扩大化,改革可能被拖延甚至终止。
