制度通过交易成本的节约、信息的传递和对微观主体的激励与约束,改变了企业的投资行为,从而改变了资源在企业内外部的配置。从计划经济向市场经济的转变过程中,资源配置的主体由政府转向了企业。制度引起的结构协调与创新效应促进了产业结构的升级。随着中国渐进式改革的进行,企业产权制度与市场经济制度不断完善,企业组织制度、投融资制度、税收制度、人口流迁制度、政府行政分权制度等配套协同效应加强了产业结构的升级。当前促进产业结构升级的根本途径在于制度创新,这就要改变经济增长方式与转变政府的职能,同时进行社会体制和行政体制的配套改革。

Institution changes the investment behavior of the firm and the configuration of the resource intra and inter firms by lowering the transaction cost,transferring the information,motivating and constraining the micro subjects.With the transition from planned economy to market economy the player has been transferred from government to firm.The coordination and innovation effects caused by the institution promote the upgrading of industrial structure.With the gradual reform in China,the property right system and market economy system have been reinforced.The synergy effect of corporate organizational system,investment and financing system,tax system,population flow system,governmental decentralization system influence the upgrading of industry structure.Nowadays,the basic approach of promoting the industrial structure lies on the system innovation which should modify the governmental function,the economic growth mode and reform the social and administrative system simultaneously.
