以“两型社会”建设为突破口加快经济发展方式转变--长株潭“两型社会”试验区建设的经验与启示

Taking the Construction of "Two-Type Society" as the Break Point,Accelerating the Transition of the Developmental Pattern in Economics-Experience and Revelation of the "Two-type Society" Trial Zone at Chang-Zhu-Tan

湖南省以长株潭"两型社会"建设为突破口,为加快经济发展方式转变采取了一系列重大举措。经过3年来的艰辛探索,取得了初步成效:经济发展好中见快;"两型"产业快速发展;生态环境有所改善;一体化效应开始显现;体制机制不断创新。从2011年开始,随着纵深推进、突显成效的第二阶段的到来,湖南省"两型社会"建设将迎来难得的机遇,同时也面临着巨大的挑战。湖南省在开展"两型社会"试验区建设过程中,形成的一些做法和经验,如注重思想引领、坚持科学发展、坚持以人为本和倡导示范先行对推动全国经济发展方式的转变,不无借鉴意义和启示作用。

Hunan Province has adopted a series of major measures to accelerate the transition of the economic developing pattern,taking the construction of 'two-type society' at Chang-Zhu-Tan as the break point.After three years' hard exploration,initial achievements have been made: the economic development was sound and fast;two-type industries developed rapidly;ecological environment was improved;the integration effect begins to appear;system and mechanism was innovated.Since 2011,with the arrival of the second stage to advance into the depth and highlight the effects,the building of the 'two-type societies' of Hunan Province will face a hard-won opportunity as well as great challenge.In the process to build two-type society trial zone,the methods and the experiences will be of great significance and shed much light on the promotion of the transition of the national economic development.
