摘要
建设和培养造就一支社会工作人才队伍是我国建设服务型政府的重中之重。为此,应该加快建立和完善社会工作人才的资格认证、注册管理、从业规范等各项制度,系统构建社会工作人才的教育及培训体系,加大社会工作人才队伍的投入保障,解决社会工作人才发展的平台。本文在论述以上问题的同时,借鉴了发达国家社会工作人才队伍建设经验,对社会工作的概念、社会工作者的要求、社会工作的视角、社会工作者专业素质及其培养、社会工作者评估及监察制度等问题进行了初步探讨。
The development of social work systems and the social work personnel can help to change the government social functions. To build and bring up a social working team is a top priority of establishing a service - oriented government. For this reason, we should speed up establishing and improving several systems of social work personnel qualifications, registration and manage- ment and practitioners as soon as possible, and meanwhile, systematically construct the education and training system for so- cial work personnel, increase the investment in social work personnel security and set up social work talent development plat- form. The author in this paper not only discusses the above issues but also learns experience from developed countries in building up the qualified personnel of social work, the concept of social work, the demands of social workers, the perspectives of social work, the quality and training of professional social workers, the assessment and monitoring system of social work and other issues.
