摘要
管办不分导致了公共服务水平和服务效率低下。推进"管办分离"就是将政府部门"举办事业"与"监管事业"的职能相分离。目前事业单位"管办分离"工作中主要存在如下问题:下改上不改造成对口衔接不畅;行业主管部门、新成立机构与分离后事业单位之间的关系及职责定位不清,造成新的政出多门;事业单位在运行中自主权与活力不足;事业单位法人的外部监管力度不够;部门间的整体联动不足等。要有效解决这些问题,必须建立健全"管办分离"后的协调与保障机制,构建符合事业单位自身特点的运行机制。
Unseparation of holding and managing enterprises has led to the low level and inefficiency of public services. Pushing on such separation is to separate the functions of sponsoring and holding enterprise and supervising and managing enterprise. At present, the main problems are as follows : the reforming of the lower level but unreforming of the higher level has produced the barriers of smooth linking up; the unclear relations and functions among responsible departments, new institutions and separated enterprises lead to the new problem of policy coming out of many departments at the same time; the decision - making power and energy of enterprises is still weak; the outer supervision and management of corporation is not enough;and the integral operation is not sufficient among the departments, etc. To solve these problems effectively, we must estsblish and strengthen a coordinative and guaranteed mechanism after the separation of holding and managing enterprises and build up an operational mechanism suitable to the characteristics of enterprises.
