强县扩权背景下我国基层政府公共服务供给能力研究

Study on Local Government's Capacity of the Public Service Supply in the Context of Expanding Counties' Power

近年来,试点实行"强县扩权"的地方政府在义务教育、医疗卫生、社会保障和公共就业服务等基本公共服务供给方面进行了有益的实践,取得了一定的成效,但在权力扩张的同时,地方政府的治理思路和理论也出现了一些困惑。本文对这些新的情况和问题进行分析,并提出一些解决措施,希望会对进一步提高基层政府的公共服务供给能力有所帮助。

＂Power Expansion Counties＂ is the important element of province direct -administrated county reform, it is the direction of the local government＇ s future development. Through this reform, the local government~ supply capacity of the public service will be greatly improved and enhanced. Some local government＇ s supply capacity of the public service raises the level to new heights with ＂Power Expansion Counties＂ policy pattern, especially in compulsory education, health care, social security, public employment services and the other supply of basic public service. They achieved good results in practice, but there are also some problems in the implementation process of the ＂Power Expansion Counties＂. The paper analyzes these new sit uation and problems and to propose the solutions, hopes it will help to improve the local government＇ s supply capacity of the public service.
