摘要
战略性新兴产业集群因其创新驱动、知识溢出、产业放大和自我升级特征而成为新兴产业发展初期的主要培育模式。战略性新兴产业集群的培育政策应该超越政府干预取代市场机制的误区,超越对特定产业定向性扶持政策的误区,超越仅仅把新兴产业集群看作静态和封闭系统的认识,超越不根据地区实际"一窝蜂"打造"产业链"或是"产业集聚区"的做法。
As the result of its characteristics of innovation-driven,knowledge spillovers,industry amplification and self-upgrading,the strategic emerging industry cluster becomes the main fostering model at the early stage of the development of emerging industries.The industrial policies about the strategic emerging industry cluster should go beyond the mistake that the government intervention can replace the market mechanism,the mistake that directional supporting policies for the specific industries,the knowledge that the industrial cluster is a static and closed system and the behavior of creating ＂industry chain＂ or ＂industry cluster＂ recklessly without considering the local conditions.
