后危机时代的国际经济调整中,贸易摩擦不断翻新,贸易保护已由惯用的反倾销、反补贴、保障措施等逐渐扩大到了质量技术标准、知识产权问题、汇率、"碳关税"等生态环境问题,并在不同程度上融入了涉及社会道德的评价,已从传统的商品贸易摩擦转向了全面的社会经济摩擦。特别是发达国家重振制造业的进口替代新战略,直指我国目前出口的软肋。解决这些问题的根本办法就在于将商品出口为主的贸易方式逐步转向对外直接投资。而对外直接投资的关键在于准确把握国际产业结构调整的趋势,进行全方位的对外直接投资战略设计。

In the intense competition during the Post-crisis Era,the traditional commodity trade friction gradually changed to the generalized economic friction day by day.Not only did the trade protective measures involve anti-dumping,anti-subsidy,safeguard measures,but also involve the quality technical standard,the intellectual property rights,the exchange rate question,ecological environment questions such as ＂carbon tariff＂.The new trade friction has integrated social standard concept of the moral appraisal in varying degrees.Specially,the developed country inspires the manufacturing industry＇s strategic adjustment as well as new economy countries＇low cost product exportation superiority,which directly stamp our country export trade as weakness at present.Solving this question,its basic means to lie in changing the commodity exportation trade way to the foreign direct investment.The foreign direct investment＇s key lays in the accurate assurance the tendency of international industrial structure adjustment,carrying on the Omni-directional design for foreign direct investment strategy.
