摘要
绩效目标设置是地方政府绩效管理的起始点,也是关键环节之一。本文针对我国地方政府绩效目标设置中存在问题,根据目标设置理论及其相关研究成果对地方政府绩效目标设置进行了分析,提出了地方政府绩效目标设置模型及其分解模式,并对地方政府绩效目标设置的技术和方法进行了探讨。
Performance goal-setting is the starting point of performance management of local government and one of the key steps.Based on the goal-setting theory and its relative reaearches and in view of the problems existing in performance goal-setting of Chinese local government,this paper analyses the establishment of performance goal of local government and puts forward the establishment of performance goal of local government and its resolving model and further discusses the techniques and approaches to setting performance-goal of local government.
