公民参与和政府行为有效性的提升

Citizens' Involvement and Improving the Efficiency of Government Behavior

任何现代国家,其政府行为都是一个关系到执政质量、行政绩效以及社会稳定的重大战略性问题,因而政府行为有效性日益为人们所重视。促进公民参与提升政府行为有效性的路径需要从建构公民社会开始,并且将政府组织、民间组织、公民与官员整合在其中,同时,将公民社会从与政府对立、疏离与分隔的状态,转型为积极参与包括公共行政的所有公共事务。每个公民都应该为提高政府效能、维护社会稳定尽一份责任,也都有义务去督促政府及参与政府的改革。

Government behavior in any modern country is a ：major strategy concerning management quality, administrative performance and social stability and therefore, the efficiency of government behavior has drawn people＇s attention. It should start from the building of a civil society to improve the efficiency of government behavior, by integrating government organizations, non-governmental organizations, citizens and officials and meanwhile changing the civil society from the one opposite to, straying away and separate from the government to the one participating in all public affairs. Every citizen should take the responsibility to improve government efficiency and maintain social stability and everyone has the duty to urge the government and involve himself in government reform.
