政府研发投入、人力资本知识溢出、国际贸易知识溢出、FDI知识溢出以及产权制度改革对高新技术产业都有很重要的影响。实证研究结果表明,对于经济相对落后的地区,政府的财政投入和人力资本培育具有积极影响,应该加大政府的科技资源倾斜力度。FDI和国际贸易对高新技术产业绩效也有正面影响,市场化的产权制度改革也是推动高新技术产业发展的重要因素。
