主要针对"农民工返乡创业"这一社会现象,金融机构对其提供资金支持时,对农户信用进行评价为研究目的。通过对现有农户信用评价的研究分析,发现在构建农户信用评价指标体系时,所采用的方法主要以"5C"或"4C"分析法为模型,方法比较单一,所以,提出了基于价值链风险分析与平衡积分卡方法的农户信用评价指标体系。以个人平衡积分卡为框架,通过对农产品价值链风险分析,找出影响农户偿还贷款的潜在因素,根据这些因素来选取评价指标,构建农户信用评价指标体系。新的农户信用评价指标体系与传统的评价体系相比,更为全面、合理。

The purpose of this article is to evaluate the credit status which financial institutions provide loans to farmers who go back home for work.Based on the research of farmer credit evaluation analysis,the paper finds out that the farmer＇s credit evaluation index system mainly uses the ＂5C＂or ＂4C＂ analysis method,which is thought less diversity.Therefore,the paper puts forward a new farmer＇s credit evaluation index system based on the value chain risk analysis method with balanced score card.With the personal balanced score card,based on value chain risk analysis,it finds the potential factors of farm households to repay the loan,and then constructs the farmer＇s credit evaluation index system according to these factors.The new farmer＇s credit evaluation index system is more comprehensive and reasonable compared to the traditional.
