基于计量学的技术标准体系布局及方法研究——以太阳能技术标准为例 被引量:2

摘要 标准是直接服务国家战略需求的重要技术规范。利用计量学和文献调研等情报研究方法,对美国、德国、日本和中国的太阳能技术标准的相关信息进行系统分析,筛选出标准基本信息要素,并构建标准信息管理和分析数据库,对这四国太阳能技术标准体系的数量、时间分布、技术领域和类别分布等现状进行描述;结果发现德国和日本的太阳能技术标准均以制定国家级标准为主,且更为重视光电技术的发展,两国光电产业产品也呈现出多元化发展态势;而我国光热产品标准数量较多,呈现出光热产业产品多元化发展态势。 The standards are important technique criterions directly serving stratagem need of a nation.The intelligence investigation methods including scientometrics and literature studies are used to systematically analyze the solar technology standards of American,Germany,Japan,China and then screen out the basic information factors of these standards,which can form the database of the standard information management and analysis in order to describe the status of solar technology standard of these countries,including quantity,distribution of the time,technology field,distribution of the sort and so on.It is found that all the solar standards of Germany and Japan belong to nation-level,which may show more importance of PV technology in two countries and the products of PV industry are developing towards many aspects.There are a lot of light-heat standards in China,which shows many aspects of product development in light-heat industry.
