基于综合集成平台的突发事件应急管理及决策

Emergency Management and Decision-Making for Sudden Events based on Integrated Service Platform

针对传统突发事件信息组织难的情况,提出基于水利信息化综合集成平台的信息组织方式,从而大大提高信息组织的效率,实现多类型信息的综合集成;同时,针对传统突发事件管理决策模式的缺点,提出基于分块(8大块)和业务流程的管理决策模式,并将其应用于渭河流域强降雨和黄河流域水污染突发事件的管理决策,结果表明,提出的管理决策模式是切实可行的,可为应对突发事件提供1条新途径。

Because there are some difficulties in information organization for traditional sudden events, this paper proposes a new method of information organization based on the Integrated Service Platform, thus greatly improving efficiency of information organization and realizing various types of information integration. According to disadvantages of traditional management method for sudden events, this paper also puts forward the management method based on eight sub-modules and business process. The method has been applied for management and decision- making for heavy rainfall events in Wei river basin and water pollution events in Yellow river basin. The result shows that the method is feasible and offers a new way for sudden events.
