产学研一体化科技创新平台运行失败原因分析与控制对策 被引量:1

摘要 以高速铁路建造技术国家工程实验室为背景,通过故障树分析,识别了导致产学研一体化科技创新平台运行失败的16种原因,确定了其中的7个关键原因,分别是:①缺乏足够高素质的研发人员,②经费投入不足,③缺少足够先进研发设备、设施,④缺乏有效的科技创新人才培养激励机制,⑤缺乏有效的科技创新激励机制,⑥未有效调动研发人员的积极性、主动性和创造性,⑦未建立有利于科技创新的组织文化;基于对高速铁路建造技术国家工程实验室运行情况的初步判断,得出了该产学研一体化科技创新平台运行失败的概率为16%的结论;提出了建立健全创新平台经费保障机制、人力资源保障机制、人力资源激励机制、设备和信息保障机制的思路和对策。 Taking the national engineering laboratory of high speed railway construction as background,and using fault tree analysis,16 causes which lead to the operational failure of the business-university-research institute integration science-and-technology innovation platform were identified,and among them 7 key causes were determined,i.e.(1) lack of enough high-quality research and development talents,(2) inadequate financial investment,(3) lack of enough advanced research-and-development equipments and facilities,(4) lack of valid incentive mechanism for science-and-technology innovation talent cultivation,(5) lack of valid incentive mechanism for science-and-technology innovation,(6) failure of fully utilizing the initial and creativity of the research-and-development talents,and(7) failure of establishing the organizational culture in favor of science-and-technology innovation.Then,based on the rough judgment of the national engineering laboratory of high speed railway construction operation situations,it is concluded that its failure probability is about 16 percent.Finally,the thought lines and measures of establishing and perfecting the innovation platform's mechanisms of finances safeguarding,human resource safeguarding,human resource incentive,and equipment-and-information safeguarding were proposed.
