社会治安综合治理定义探析

On the Definition of Comprehensive Governance of Social Security

社会治安综合治理一词,在中国共产党各级机关和中国各级政府文件中经常出现,已经成为时下中国社会热词之一。同时,社会治安综合治理,也是中国共产党和中国政府的一项重要社会政策和努力建设的社会管理工程。然而,长期以来,对于社会治安综合治理一词的内涵,人们却存在着相互差别很大的理解。这种状况不仅影响了学术界对社会治安综合治理制度进行研究探讨时的交流,更为严重的是,必然影响到对有关政策文件精神的领会和贯彻,从而影响社会治安综合治理系统工程的建设效果。在总结、评述目前各种对社会治安综合治理一词定义的基础上,给出了自己对社会治安综合治理一词的定义,即社会治安综合治理,是指在社会公众参与下,各级党和政府部门为维护社会政治稳定协调行动,运用各种合法有效措施防治严重治安违法行为和刑事犯罪活动的一项社会管理系统工程。

Frequently used in documents issued by all levels of Communist Party of China （ ＂CPC＂ ） authority and government,the word,comprehensive governance of social security,has become one of the hot words in modern Chinese society. Meanwhile,comprehensive governance of social security actually is an important social policy and social management project to which CPC and Chinese government dedicate. Nonetheless,there is no broadly accepted definition of this word neither in political field nor in academy circle for so many years. This situation inevitably impacts the study and application of this policy. It is even worse that such situation may eventually cause negative effects on the enforcement of this policy and construction of social management project. In this article,the author tries to give his own definition of the word comprehensive governance of social security,based on the previous study of various existed definitions of this word. The author＇ s definition is：comprehensive governance of social security is a kind of systematic social management project guided by all levels of CPC authority and government with the public＇ s participation,aiming to control various illegal activities and crime that seriously jeopardize social security by taking all means of legal steps.
