摘要
从小产权房形成的原因入手,提出建立集体土地使用权流转制度、严格区分公益征收与商业拆迁、分别情况处理现存的小产权房、开征房产税、改革住房保障制度等措施。
Analysis on the reasons of legal problems related to incomplete property of rural house built on collective land, we put forward the following countermeasures: to construct the raarketization of collectively owned land, to discriminate the levy and the commerce remove, to settle the incomplete property of rural house built on collective land, to levy building tax, to reform housing guarantee system.
