以政府观为向度来审视新自由主义在学术界是不多见的,具有相当的新颖性。新自由主义政府观秉承的是一种"新守夜人"型政府,它包含了政府的起源、政府的职能、政府与市场的关系、政府与社会的关系四项主要内容,具有有限性、消极性和法治性三个基本特点。社群主义以"社群"为其理论基点,对这种一直在西方社会占据主流地位的新自由主义政府观进行了全面批判,并试图用自己主张的"强化政府"理论取而代之。

Thinking on New Liberalism based on view of government is rare in the academic community,and has considerable novelty.＂New Night Watchman Government＂,the purpose of Neo-liberal view of government,contains four main contents： the origin of government,the function of government,the relations between government and market,the relations between government and society.It is characterized by being limited,negative,and legislative.Taking ＂communities＂ as the theoretical basic point,communitarianism criticized comprehensively Neo-liberal view of government that has occupied the mainstream in the western countries.Communitarianism tried to replace Neo-liberal view of government with its ＂strong government＂ theory.
