新型农村社会养老保险的制度性合谋及特点——基于A、B两县政策执行过程的考察

Institutional collusion and its characteristics of the new rural pension:Based on the policy spreading process in County A and County B

基于对中西部两省份两个县的新型农村社会养老保险政策推行情况的调研,发现无论是基层执行方还是作为政策目标群体的农民,两者均借新农保政策获益,并在最低程度上落实了新农保政策。研究发现新农保政策(制度)结构本身为这一合谋提供了驱动力量,同时,制度性遗产——双方之前形成的互不信任的互动模式最终完成了这一合谋。

This paper analyzed the spreading process of the new rural pension policy,and found that both the primary executive body and the peasantry benefited from the process respectively and the policy is also carried out to a least extent.The mechanism is the institutional energy,namely policy structure and interaction pattern between the primary executive body and the peasantry,which drove and finished up the collusion.
