摘要
实施“天保工程”,必须正确处理减产与保护的关系,在全力实施降产措施的同时,不可忽视常规保护的作用,坚持全面保护的观点,使正常与非正常性森林资源消耗都能得到有效控制;正确处理依法保护与合理利用的关系,对商品林进行经营性采伐,对公益林进行抚育性、更新性采伐;保护具有重要生态功能作用的天然林和人工林;发展新生非林非木产业,壮大传统产业;调动政府、部门、企业、群众多方面的积极性,推进“天保工程”的顺利实施。
Natural forest protection should face the issues of decreasing wood production and protection. While decreasing wood production, protection should be regarded. Commercial logging of man-made forests should be taken, while selecting cutting and tender activities should be adopted in natural forests to protect man-made and natural forests, non-timber forest products should be en- couraged to use. The roles of govermmental agencies, enterprises and people should be raised to push natrual forest protection.
