科技进步对温州经济发展影响的实证研究

An Empirical Study on Impact of Scientific and Technical Progress on Wenzhou Economic Development

利用索洛经济增长模型分析1981-2009年期间科技进步对温州市经济增长的贡献率发现,从"六五"到"十五"期间科技进步贡献率呈一定的下降趋势,虽然2006-2009年科技进步贡献率已经回升至30.53%,但距离国家科技发展规划的战略目标60%仍有较大差距。因此,温州市政府必须强化科技进步对经济增长的引导作用,抓紧落实和评估已出台的各项科技扶持政策措施,鼓励和引导民间资本投向科技创新领域,实现向科技创新驱动型的现代经济发展方式转型。

Adopting Solow Growth Model,an analysis is made on the contribution of technical progress during 1981-2009 to Wenzhou economic growth.It is found that from ＂Sixth Five-year Plan＂ to ＂Tenth Five-year Plan＂,the contribution rate of scientific and technical progress shows some decline.Although the contribution rate of scientific and technical progress in 2006-2009 has increased to 30.53%,there is still a big gap to the strategic goal of 60% of the national scientific and technical development plan.Therefore,Wenzhou municipal government should strengthen the guiding role of scientific and technical progress to economic growth,implementing and assessing the established scientific and technical supporting policy,encouraging the private capital to invest in scientific and technical innovation realm to accomplish the transition to the modern scientific and technical innovation-driven economy.
