摘要
从地铁设计、建设、运营等生产过程的安全保障要求出发,根据"人、物、环、法"的核心要素特点,提出安全人员专业化、安全作业规范化、安全保障自动化、安全状态可视化、隐患排查精细化、预测预警智能化、应急联动高效化、安全教育经常化、安全管理网格化、安全制度体系化等"十化"安全管理方法。通过广州地铁在安全设计、安全建设、安全运营等各个环节的应用和实践,表明该方法不仅符合科学合理、最低风险的安全原则,也满足乘客对城市轨道交通高可靠性、高安全性的要求。
According to the security requirements for the design,construction and operation of Guangzhou metro as well as the features of crucial factors such as people,material,environment and law,ten specialized security management measures were formulated as follows: specialization of security personnel,standardization of security operation,automation of security insurance,visibility of security situation,refined hidden trouble inspection,intellectualized alarm forecast,efficient response to emergencies,frequent security education,network-controlled security management,and systematization of security regulations.Practice of Guangzhou metro indicated,the adopted measures not only conformed to the principles of scientific security management,but also satisfied the requirements of passengers for the reliability and security of urban rail transit.
