保基本的因地制宜与平衡发展

Guarantying Basically Ensure to Proceed in the Light of Local Conditions and Balanced Development

衡量基本保障水平是否平衡的标准,使用的是"度"而不是"量"。不同地域因经济状况不同而在量的方面有所不同,是因地制宜,但在"度"上应当大体相当,才能平衡发展;针对同一地域的不同人群,因所处的生活环境相同,应适用大致相同的"度"和"量",即保障水平应当基本一致,不能"因人制宜"。

We should use the ＇degree＇ to judge the level of basic security.Different regions have different ＇number＇,because of the different economic conditions.It proceed in the light of local conditions,but if they want to realize balanced development,should keep the generally considerable ＇degree＇.To the different crowd in the same region,we should use the generally considerable ＇degree＇ and ＇number＇.In other words,security level should be identical,must not be adjust measures to different crowd.
