打造两型城市 实现产业升级——安徽（淮南）现代煤化工产业园规划项目结构与循环经济分析

淮南市是资源型城市，发展现代煤化工产业是淮南市实现产业升级、城市转型重要途径。本文从循环经济的框架模式入手，着重阐释了循环经济实施的措施：一是减量化；二是再利用；三是资源化；四是技术集成；五是信息共享；六是设施共享。在技术集成中重点介绍了洁净煤气化技术、合成气净化技术、高效合成技术、醋酸甲酯制醋酐技术、大型捣固焦生产技术、干法乙炔生产技术、高强高模PVA纤维生产技术和工业水利用技术。最后，对产业结构环境合理性提出了建议。

Huainan is a resource-based city, so developing the modern coaI chemical industry is an important way for Huainan to achieve industrial upgrading and urban transformation. This article starts with the framework model of circular economy, focusing on interpretation of the implementation of circular economy measures：First, reduction; Second, re-use; Third, resource; Fourth, technology integration; Fifth, information sharing; SiX, shared facilities. In the technology integration focuses on clean Coal gasification, synthesis gas purification technology, efficient synthesis, methyl acetate and acetic anhydride manufacturing technology, large hard coke production technology, dry acetylene production technology, high strength and high modulus PVA fiber production technology and industrial water use technology. Finally, put forward the reasonable suggestions on the environment of industrial structure.
